Analysis of Voting Algorithms and Distribution of Seats
Abstract
It is of utmost importance for a democracy how its election system is designed and functioning.
One of the foundational criteria for the Swedish election system is that it should be proportional,
however the last election resulted in a distribution of mandates which differed considerably from
proportional distribution.
This report will discuss the problems with the Swedish election system, in particular the number
of equalisation mandates used to remove unproportionality that follows with many small election
districts and also the modification of the Saint-Laguë method. Also possible solutions to these
problems are suggested.
